Education Consultant for the Blind (Mobility Instruction)

Schedule:                    Full Time – 35 hours per week, Monday through Friday

Salary:                         P3B – T4 starting salary = $51,938 (BA degree); $54,542 (MA degree); or $58,359 (6th year)

PURPOSE OF CLASS: In the Board of Education, Services for the Blind, this class is accountable for planning and administering a program of independent travel instruction for blind adults throughout the State.

SUPERVISION RECEIVED: Works under the general supervision of the Supervisor, Orientation and Mobility Program (Blind) or other employee of higher grade.

EXAMPLES OF DUTIES: Plans and administers a program of independent travel instruction for blind adults and such blind children to whom the program may be applicable; supervises and instructs in all techniques of independent travel such as the use of cane and other guide devices; arranges the program to suit individual needs; instructs in safety measures for the protection of individuals; teaches muscular coordination and correct posture and walking; aids the blind in orienting themselves to the community and in areas where they would have occasion to travel; may speak before lay and professional groups; keeps records and submits reports on individuals and the program in general; does related work as required.

MINIMUM QUALIFICATIONS REQUIRED KNOWLEDGE, SKILL AND ABILITY: Knowledge of the principles and methods of education of the blind and visually handicapped with emphasis on mobility instruction; some knowledge of eye diseases and of the psychological effects of blindness; oral and written communication skills; interpersonal skills; ability to deal effectively with others.

EXPERIENCE AND TRAINING:  General Experience: Six (6) years of experience in teaching blind or visually handicapped adults.  Special Experience: One (1) year of the General Experience must have been in mobility instruction.  Substitutions Allowed: College training with special courses in the education of the blind may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year to a maximum of four (4) years for a Bachelor’s degree, or a Master’s Degree in the field of mobility training may be substituted for the General and Special Experience.

SPECIAL REQUIREMENTS: Possession of a certificate in Orientation and Mobility from a recognized national, state or professional organization.  Incumbents in this class may be required to travel.

Contract Management Support (CMS) Training:
The Lighthouse for the Blind and Visually Impaired is seeking motivated legally blind individuals to join its Contract Management Support (CMS) training program.
CMS services include the tasks required to conduct contract close-out and administration. These tasks range from research and analysis prior to awarding a contract to contract negotiation and post-award vendor follow-up.
The LightHouse and National Industries for the Blind are partnering with the Department of Defense’s Defense Acquisition University (DAU) to provide the core training courses required to establish a foundation on contract management.  This is a 10 Week program and consists of four online courses and one on-site class.  Tuition is free to participants who are eligible for this training. In order to be considered for this program, candidates must:
•    Be a U.S. Citizen
•    Be legally blind
•    Have Bachelor’s degree, or 24 semester hours in a combination of the following fields:  accounting, business, finance, law, contracts, economics, industrial management, marketing, quantitative methods, or organization and management.
•    Be proficient using adaptive technology such as Zoomtext and/or JAWS

Join Youth Organizing, Disabled and Proud! to promote disability history in our schools.

One of the key issues identified by youth with disabilities is the lack of education about Disability History in California schools. We launched our 2010 community organizing campaign in celebration of the 20th Anniversary of the Americans with Disabilities Act. The campaign will focus on developing a youth organizing strategy to engage decision makers to support a resolution to require California public schools to infuse instruction and activities related to disability history into the existing school curriculum.

This advocacy effort is associated with the Advocacy Agenda created at the 2008 and 2009 Youth Leadership Forum for Students with Disabilities (YLF) and is in association with the advocacy efforts of the Museum of Disability History. Our goal is to have the Governor, the Legislature and the Superintendent of Schools declare that one week of instruction in California Schools emphasize the teaching of Disability History. We are advocating that Disability History Week be declared during the celebration of the 20th anniversary of the Americans with Disabilities Act, the week of July 26th, 2010.

Through this advocacy agenda, we will organize, educate and connect youth with disabilities across California to develop leadership skills through volunteerism, letter writing, public speaking, and developing community partnerships.

We will measure our success by determining the number of California youth with disabilities who report that they have made presentations, written letters, sent post cards, collected petitions in their communities, and those who take action on Facebook and through e-advocacy actions about the importance of Disability History. Ultimately, we will determine our success based on the number of youth we are able to organize and mobilize to take leadership in their local communities, and if we are successful in obtaining a resolution to declare that California Schools shall infuse Disability History curriculum into their lessons plans for one week annuhttp://wwally.

The non-profit Institute on Aging has served our Bay Area community for over two decades, providing innovative and compassionate care and services to enable older or disabled adults to remain living in their homes and enjoying a high quality of life.

We are seeking a Site Director: Community Living Fund to direct and manage care management programs such as the Community Living Fund (CLF) and Clinical Collaborative in providing services based on acceptable clinical standards of practice. Develop and monitor multiple program budgets. Develop and maintain partnerships with state, county and local government entities as well as with other health and social service providers.

ESSENTIAL JOB FUNCTIONS (include but not limited to):

1. Direct and monitor city/county funded programs such as the Community Living Fund and Clinical Collaborative in strict accordance with contract guidelines and acceptable clinical standards of practice

2. Provide/oversee clinical supervision and monitor program compliance of affiliated staffing from partner project entities

3. Provide program advocacy, collaboration and coordinate service implementation with Department of Aging and Adult Services staff

4. Ensure best practices quality of care in all levels of community care management programs

5. Maintain compliance with San Francisco City & County, San Francisco Commission on Aging and/or Human Services Agency contract requirements. Ensure compliance with all grants and contracts

6. Prepare department goals and objectives that are in accordance with Agency mission, vision, goals and objectives

7. Develop, monitor, analyze program budgets and oversee the financial staff. Ensure budget compliance

8. Hire, supervise and evaluate clinical supervisors

9. Hire supervise and evaluate administrative staff

10. Play a leadership role in local and state long term care arena, including working collaboratively with community long term care programs

11. Contribute to public policy regarding long term care issues such as continuity of care, level of care, integration of services, and Medi-Cal waiver programs

12. Responsible for outreach for programs within the Community Care Management Department

13. Function as an integral part of the IOA clinical team

14. All other related duties as assigned

EDUCATION:

Bachelor’s degree in administration or in a health or human services specialty. Prefer LCSW or Master’s degree in administration or in a health or human services specialty.

BACKGROUND & EXPERIENCE:

• Five years administrative experience in related field
• Knowledge of aging services and special needs of a frail elder population and disabled adults
• Strong interpersonal, organizational and communication skills
• Contract management and compliance
• Experience in preparing and managing a budget.

PHYSICAL REQUIREMENTS:

• Ability to reach, bend and walk
• Five finger manipulation
• Ability to comprehend complex materials
• Ability to speak and write English clearly
• Ability to climb stairs

Positive Futures: HIV, Employment and Vocational Rehabilitation in 2009 addresses critical counseling, benefits, training, public policy, and employment issues of people with HIV/AIDS (PWHA). In 2009, the need to reduce poverty, social isolation and marginalization of PWHA is imperative. This institute will help PWHA and service providers learn about existing employment services, how to overcome barriers to employment, and get connected to a national network of PWHA, service providers, and researchers committed to addressing the vocational needs of PWHA.

The National Working Positive Coalition is a coalition of individuals living with HIV, service providers, researchers, and advocates who are committed to improving the financial and personal wellbeing of individuals living with HIV and AIDS. To achieve this goal we (a) promote research to better understand the financial needs and complex challenges facing individuals with HIV; (b) promote the development and evaluation of effective practices in employment services and (c) advocate for work options and access to financial resources that are most consistent with the personal and health needs of individuals living with HIV.

Contract Management Support (CMS) Training:
The Lighthouse for the Blind and Visually Impaired is seeking motivated legally blind individuals to join its Contract Management Support (CMS) training program.
CMS services include the tasks required to conduct contract close-out and administration. These tasks range from research and analysis prior to awarding a contract to contract negotiation and post-award vendor follow-up.
The LightHouse and National Industries for the Blind are partnering with the Department of Defense’s Defense Acquisition University (DAU) to provide the core training courses required to establish a foundation on contract management.  This is a 10 Week program and consists of four online courses and one on-site class.  Tuition is free to participants who are eligible for this training. In order to be considered for this program, candidates must:
•    Be a U.S. Citizen
•    Be legally blind
•    Have Bachelor’s degree, or 24 semester hours in a combination of the following fields:  accounting, business, finance, law, contracts, economics, industrial management, marketing, quantitative methods, or organization and management.
•    Be proficient using adaptive technology such as Zoomtext and/or JAWS

The exhibit offers 50 objects from tomb of King Tut and 80 more from the tombs of his ancestors.  This exhibit illuminates the 18th Dynasty, Egypt’s Golden Age.  These Access days offer smaller crowds and reduced ticket prices.  There will be additional seating as well.  Objects for visitors to touch will be available at both Access Days.  Ticket prices are $18.50 and a limited number of $10.00 tickets for those with financial need.  Contact Tish Brown 415-750-7650 or tbrown@famsf.org for applications and more information.

The LightHouse is proud to host The Mega Program: Self-Defense for the Visually Impaired. Join us Saturday October 24!

Hi Everyone,

I have been working with Stephen Nicholls and Alan Gutsell, founders of the Mega Self Defense Program.This prgram is specifcally designed for the blind/visually impaired, and the LightHouse is proud to be hosting a free seminar on Saturday October 24th from 3pm to 6om. The program which has been featured on the BBC radio program, InTouch, is becoming very popular in Europe. You can hear Stephen’s interview on the BBC here: www.enablingsafety.co.uk

This will be an introductory seminar, and we hope to have regular classes at the LightHouse in the future. We need your presense and feedback on October 24th to help train martial arts instructors who are being certified to teach the program. Stephen is always looking for the opportunity to meet visually impaired students who are  interested in becoming martial arts/self defense instructors, so if you are interested please come to the LightHouse on the October 24th to meet him.

Self-Defense for the Blind and Visually Impaired

The LightHouse is proud to host The Mega Program: Self-Defense for the Visually Impaired. This program was developed specifically for the visually impaired. It began in London, England, and has been featured on the BBC radio program InTouch. This is the first time a Mega Self-Defense seminar will be taught in the United States. The founder, Sensei Stephen Nicholls, is flying from London to teach the seminar. We hope that you will participate!
